Born in Cincinnati, Ohio, Julie received her undergraduate degree from the University of Dayton (1987) and her law degree from Capital University (1992). She was admitted to the Ohio Bar in 1992. She also admitted to practice in the United States District Court for the Southern District of Ohio. Julie is a member of the Southwest Ohio Trial Lawyers Association and the Ohio Academy of Justice. She has also served as Secretary for the Tort & Insurance Practice Subcommittee of the Cincinnati Bar Association. Julie is also a member of the Cincinnati Bar Association and the Ohio State Bar Association
